Zagrebački Holding d.o.o. (ZGH)/Zagreb/Croatia in cooperation with European Bank for Reconstruction and Development (EBRD) through the funds of “Zagreb Urban Transport Modernisation and Mobility Project” will finance construction of an underground parking facility in the Klaićeva street in City of Zagreb/Croatia.
As a part of the procurement process (in line with EBRD Public Procurement & Regulations) ZGH organises an Early Market Engagement Workshop. On this Workshop will be presented technical, administrative and procurement details of the construction of the underground parking facility in the Klaićeva street.
Primary objectives of Early Market Engagement are :
- To test market appetite and delivery capacity for the Klaićeva underground parking project.
- To obtain structured feedback on:
- Appropriate contracting strategy (FIDIC Red Book),
- Qualification criteria (technical, financial, ESG),
- Discussion of existing technical documentation and studies.
Important notice: EME process is non‑binding, does not form part of procurement, and does not confer advantage to any participant.
The aim of this Workshop is the continuation of ZGH efforts to:
- Communicate needs or requirements to the potential Tenderers,
- Openly and transparently discusses possible construction solutions,
- Considering cost/value impacts, benefits and risks of possible solutions,
- Tests optimal risk allocation and incentives,
- Understanding market capacity, capability and trends,
- Increases Contractor's participation.
Participants on the Workshop will be only construction companies’ that can find their benefit from this Project (including possible subcontractor’s construction companies). Participants will have an opportunity to discuss presented documents and materials, ask questions and actively participate in Workshop’s discussions.
On behalf of ZGH at the workshop will participate representatives from ZGH and Project Designer.

Based on expressed interest and capacities for organisation, the Holding will confirm/not confirm to you an invitation to the Workshop. Only to Participants with the confirmed Holding Workshop invitation will be allowed possibility to participate.). The whole workshop will be held in Croatian language.
